In the high desert of Nepal’s Mustang region, settlements shift as climate change makes ancestral lands increasingly uninhabitable. The Dhey and Samdzong settlements gradually move to new sites nearer perennial rivers as glacial retreat and declining snowfall lead to the disappearance of mountain streams. In Lubra, a river swollen by increasing rainfall washes away fields and homes. Will the village slowly relocate uphill, or to a different site altogether? These questions face communities across the Himalayas; many address them by doing the work of making and remaking landscapes in response to climate upheaval. Through field work with the landscape makers of Lubra—tenant farmers, landowners, migrant herders, priests—Landscape is Change&#38;nbsp;examines the labor shaping a shifting village. By situating such movements within a continuum of landscape making across time, this research argues that continual remaking and the agencies that form it are central to continued life amidst the breakdowns of climate crisis.

Nepal’s trans-Himalayan Mustang region is mythologized as a hidden Himalayan kingdom in the high mountain desert, a landscape lost in time. The landscape history of Mustang is a process of co-creation between people, climate, and land, an alliance typically historicized through exclusive social histories of indigenous cultures and made peripheral by the technocratic visions of development agencies. The deeper landscape history of Mustang explicates that history is caught in the concurrent and intertwined practices of diverse landscape makers, in the practical effort to settle, dwell, and labor. Mustang is a difficult landscape to inhabit. In the villages of Samdzong and Dhey, for instance, the shifting availability of water is a challenge that forces design into a perennial cycle. Villagers gradually shift from centuries-old sites to new settlements as streams run dry following years of declining snowfall and glacial loss. Both villages retreat and rebuild in relation to emerging challenges, an example of the continual project of making landscape across time. Extant documents describe village movements in past centuries as acts of refuge-making or responses to collapsed water infrastructure. Each land-based adjustment explicates the making of landscape as a centuries old practice. Thus footprints of each act of design—abandoned forts, fields, irrigation networks,and settlement clusters--are scattered across the high desert in various states of repair. 

In this paper, I suggest that since these movements unfold across the deep past and present, it is inevitable that the constraints of making landscape in high desert conditions force a resettlement that will be a major part of the uncertain future as the climate in Mustang changes. As Samdzong and Dhey shift and other movements unfold, an increasingly diverse cast undertakes the perennial work of landscape-making: established farming communities, tenant farmers, migrantherders, traders, pilgrims, bulldozer operators, seasonal herb gatherers, trekking guides, drivers, and many others.

In the plains of Nepal’s Terai, the monsoon has historically shaped a fluid terrain of ebbing and flowing wetness. Until the mid-twentieth century, tall grasslands, dense forests, and meandering gravel channels characterized this northernmost reach of the Gangetic Plain. Thick layers of sediments deposited centuries ago dictate the movements of water through soil—water increasingly important to farmers who rely on tube well irrigation in declining dry season rainfall. As surface waters return to channels cut during previous monsoons, they cover ground now claimed for rice paddies and village settlement. Annual agricultural cycles and patterns of plant growth are intertwined with festival seasons and the multiyear calendars of electoral politics. These plural temporal formations are what Mark Rifkin calls temporalities: “patterns of consistency and transformation that emerge immanently out of the multifaceted and shifting sets of relationships that constitute those formations and out of the interactions among those formations.”1 The Terai is a landscape made of and by many temporalities across past, present, and future. 


But the layered temporalities of this landscape are flattened by the attempted imposition of a singular temporality: before and after the floods. A growing network of embankments manifests this flattening as it attempts to separate dry land from monsoon flows. In response to this issue’s theme—before and after—we argue that a temporality constructed from this binary distinction has initiated the making of a landscape increasingly defined by erasure, violence, and disaster. It is a temporality of crisis-making.

Through daily ranging practice, herders in Lower Mustang become intimately familiar with the contours and moods of the landscape. But emerging changes in climate, economies, and infrastructures are driving dramatic change. Herding practice must adapt.Landscape opportunity emerges from changing resource cycles, and these proposals adapt existing practices, such as dry-stack stone wall building and rotational grazing, to adapt to emerging opportunity. Herders are positioned to guide the evolution of this landscape in response to emerging change, making their case for a recognized agency and landscape citizenship.

	In the rangelands shared by Dzong, Chhyongkar, and Putak, the landscape is stressed by overgrazing. Increasingly sporadic and dramatic rainfalls which rush down from surrounding mountains have carved deep gashes in the groundplane, and these storm surges are quickly lost in a landscape with very little water. Within one of these seasonal flowlines, a field of walls protect small check dams from wind and sun. These check dams catch storm surges, charging groundwater, reducing erosion, and making more moisture available for vegetation. Though these walls interrupt visibility, a series of small wind shelters on surrounding hilltops are ideal observation positions, wind shelters, and places to cook a lunch of dhindo&#38;nbsp;(buckwheat porridge).

	Next to Chhyongkar, a concrete canal feeds fields and a watermill in Dzong. But outmigration has left many fields untended, and less water is needed for irrigation. Both fuel and fodder are in dramatically short supply in the village, especially for landless shepherds unable to grow their own. In winter, they often resort to lighting shrubs on fire in the field to melt snow and stay warm. Along this canal, a series of tiered enclosures use surplus water to grow fuel and fodder. As at the other sites, stone from several nearby rockfalls and site-sourced soil are used as building materials. In each enclosure, the south-facing wall is made from adobe marked by deep triangular indentations. These accelerate the weathering process, gradually opening the fodder-filled enclosures to musk deer and other species as grazing practice disappears. As grazing practice dwindles in the future, this body of knowledge will maintain its necessity in emerging conservation practice, and the agency of shepherds in the landscape will continue.&#38;nbsp;

	The rangelands above Thini village all lie on south-facing mountainsides; forests on north-facing slopes make it difficult to keep track of flocks and provide shelter for leopards. Sparse vegetation leaves the groundplane exposed to sun and wind, and forces shepherds and flocks to move continuously in search of fodder. Each portion of rangeland has a name and a goth, a set of seasonal shelters made from dry-stack stone. To provide more fodder, new infrastructures create moisture-preserving microclimates. The loss of soil moisture to harsh sun and wind is compounded by erratic precipitation. Stone walls oriented perpendicular to the prevailing wind and movement of the sun create a microclimate that preserves moisture. In winter, they create snow reservoirs. Contour ditches run perpendicular to the walls, slowing water flow, reducing erosion, and supporting groundwater recharge. A small tower at the high point of these walls give herders improved visibility.

In the high valleys of Himalayan Nepal, yarstagumba is gathered during the early spring. Valleys like Raidhungi in far-west Bajhang are home to increasingly intensive resource use patterns associated with the growing population of seasonal yartagumba harversters. Fuel sources are few and far between. Harvesters rely primarily on juniper, and existing juniper stands in the valley will last only a few more years at the current pace of harvesting. More sustainable fuel sources assist in supporting the long-term viability of yartsagumba-based livelihoods and Himalayan ecosystems.

Across southern Nepal, flood disaster is an annual occurrence. These disasters are manufactured by a diverse cocktail of circumstance: poor governance and destructive infrastructure are only the beginning. Riverside embankments are the by-and-large the only effort made--other than post-disaster response--to address this reality. This proposal imagines a response to flood disaster that rejects the prevalent notion of flood control in favor of a landscape that is allowed to shift over time, shaped by dynamic waters, sediments, plants, knowledge, and landscape-making practice.It begins with the insertion of a series of layered, flood-permeable infrastructure intended to attenuate high-speed floodwater and encourage the deposition of sediment in the lower floodplain. This initial stage isn’t an end in itself, but the beginning of a process. As flood stages come and go, the landscape from the previous year shifts. New sediment accumulates, new channels form, plants keep growing or are washed away. Landscape infrastructure is reimagined each year on these foundations. This infrastructure is continually shaped through adaptive maintenance driven by place-based knowledge that evolves along with the land.

2016Kathmandu, Nepal
Willow trees are known for their resilience, remediative capacity, productive value, and soil retention capacities. They are also a significant component of the historical landscape of Kathmandu. In period photographs, tall rows of willows line the Bagmati River. Cultural campaigner Huta Ram Baidya recalls “a festive past scene of Shiva Ratri, in which he walks along a clean, stone-paved ghat lined with rows of willows.”Narratives surrounding the restoration of the heavily degraded Bagmati focus on one of three programs: cultural landscape, ecological restoration, and social programming. Willow &#38;amp; Water proposes to demonstrate the common purpose of these programs. The willow tree (Salix babylonica) creates a new economy built on the maintenance and harvesting of coppiced willows by displaced peoples. It also restores the rapidly degrading cultural landscape of the Bagmati River while remediating riverine pollution. During the annual monsoon, tiered landforms guide water away from vulnerable temporary settlements while establishing communal infrastructures.&#38;nbsp;

2014Upper Mustang, Nepal


These maps represent passage through the sacred geographies of Nepal’s Upper Mustang along the Kali Gandaki river in 2014. Each diagram represents a village surrounded by the circular boundaries of its own sacred realm. These are manifested in the material world by a series of sacred infrastructures such as chhorten (stupa). These chhortens serve multiple purposes, many invoking the protection of deities and guarding against malignant spirits.In Upper Mustang, chhorten are made from stone and adobe and painted with clay pigments. Each village has a unique color palette formed by the local avaibility of these pigments. In each map, the circlular boundary of the village sacred realm is colored with the village palette.

In Tao Yuanming’s Peach Blossom Spring, a self-sustaining utopia is discovered by passage through a cave. In Donjingyu, we envision a site derived from exploration and discovery, a utopia discovered by passage through the valley of Donjingyu. Built only with site-sourced materials (wood and soil), a series of sites along a single path nestle within topography and existing ruins. They create a progression of enclosures and spaces for discovery.Enclosures formed within existing ruins and compacted earth platforms create spaces for gathering, installation, and independent exploration. Exhibition sites along the route highlight diverse landscape features such as ancient terraces and scattered boulders. New practices and knowledge are formed on this site through occupation of the a previously abandoned landscape.
